I'm having trouble finding where it specifies what permissions I need to use Let's Encrypt. Can I get a certificate for my subdomain even if I don't control the full domain?

Yes, as long as you're able to host content at subdomain.example.com/.well-known/acme-challenge/{random_token}, you're good to go!

Yes this is possible. The only verification is that you are able to react to certain HTTP requests sent to port 80 on your domain.
