You can't run your own signal server. If that isn't huge then nothing is.

To be more precise you can run your own server but it would not connect to the rest of the network (so it's useless).

With no information on the Readme about how to use it.

Why's it useless if it's only for internal govt communication?

If anything, that'd be a feature, no?
