Ask HN: How to move to a Project Manager position?

As per title, I would like to move to a Product Owner/Project Manager position, after spending 7+ years on a software development position across different companies, in different industries.

What are the resources to look for? Do I need the ITILv3 or PMP certification? How to acquire experience in those roles, when there's no possibility in your current company and all the openings I've found are not taking inexperienced project manager?
