Want to dump you used motor oil in the river? Move to somewhere without enviromental officers. Good luck with that fishing. Want to abuse your kids? Move to a town without social workers. Want to be a racist? Move somewhere with no functional legal system. Cops may often be corrupt, but not having any cops is always corrupt.
