No, a lot of cross-platform applications are going to be using this infrastructure IIRC still. In this case, they only need a subset of the Linux APIs and they can optimize it to produce the right translations.

Although, technically, wasn't that ABI translation layer a form of virtual machine? I wonder how much of the change to a VM is just nomenclature.

Illumos did something akin to this, though it was more of a syscall translation layer. It was/is quite nice.

The problem with this is that you are always chasing down the corner cases.
