Zen 2 seems like it'll be pricy in my country for a while, and I'd have really loved a decent AMD laptop with mobile Zen 2 chips.
Does anyone know if laptop chips are planned, and is there an expected timeline? Thanks

The Zen2 models are rumored to be announced early next year.
I have the Lenovo A485 (2700u) it's mostly in line with an i5 8th gen. But with better on board graphics. If you run Linux the support is generally flaw less. The big caveat is less energy efficient at idle.
The big changes coming next year should be USB4 (thunderbolt). As a number of X570 motherboards now have thunder bolt.
It's all rumor and here say at this point. Initially I felt the 2700u wasn't worth the price. But after time, and active patches from AMD to the Linux kernel. It's been doing really well.

Also, multi-socket machines are much more interesting than single socket ones. Plus, if Rust is your thing, the very non-uniform NUMA topology will be an endless source of cool problems to solve (and I mean that - I love solving odd problems and inventing problems to solve myself is much less interesting).
Old rackmount units on ebay that provide more than 16 or 24 threads typically require >1000W PSUs to power the server's multiple 120W processors.
AMD's Ryzen 3700X packs 16 threads and has a default TDP of 64W.
