Ambassador who testified against Trump is 'as radical as oatmeal'

If you label a moderate as a radical, it reduces the informational value of the word and additionally it reduces the stigma of being radical. If speaking plainly is radical, then does it exist in the same category as civil disobedience? How about leaking classified documents?
