ArXiv Down for 4 Hours

Not the first time that it happens, but what's new is that there are almost no mirrors around anymore. Last year this worked: https://lanl.arxiv.org/ . Now? Empty folder.

I'm wondering what has been the reason for the sunsetting of arXiv mirrors. Google seems to hate mirrors to some extent, but how much should arXiv care about it? Traffic can't be that bad; even in the heydays of mirrors, no single mirror was all that popular (and the files arXiv serves are rarely >5MB in size). Are universities getting that stingy about their bandwidth?
