Can't comment on WhatsApp's security profile, but it's probably the least convenient among the messengers I use - there is no easy way to access the API to set up a bot for my personal use or do any other kind of scripting / automation. I hope that it will change at some point.

Yes, It may be least convenient for you but not for a majority of users who don't want/need bots. Telegram has bots and lot of it is just spam.

Facebook has decided a B2B sort of model for bots for this specific purpose

No one's going to make them use bots against their will.

Bots can't even initiate conversations.

Which almost certainly will be used for Spam because that's Facebook's line of business.
