Ask HN: How to Measure a Teams' Performance?

In an environment with many cross-functional (product) teams with defined mission metrics (per quarter), how would you measure their performance?

I want to start suggesting ways of working as best practices (things like scoping, doing spikes, having regular retrospectives, etc) but how would you measure the effect that these could possibly have?
