Does offchain also include proof of work?

That question doesn't make a whole lot of sense so I'll answer another one. Do off-chain transactions need to be mined using proof of work? No.

Mind that as long as you are doing Bitcoin, it's all about proof of work (it's what creates the unique event the data is tied to).
