There are European cities have been around for a long time without experiencing those cycles. So clearly it is not inevitably.

maybe in a western democracy. wouldn't fly in the wild-west where the store owner would shoot you or in a fascist state where the police will.

well what do you expect? for the city to be eternal? eventually, for whatever reason, a city will fall.

There are cities in europe that are around 1000 years old, maybe it there is a reason cities are dying now.
