I think it means if you assume lunchtime is part of work or not. I'm in the UK, every job I've had is 9-5 or 9:30-5:30, with a 1 hour lunch break.
The shortest "standard working hours" I'm aware of is 9.00-5.30 with 1 hour for lunch in places with formal time. That's 37.5 working hours.
