I think ISPs should be public utilities, so, no.

Perhaps the basic functions of the internet that Google provides like mail and basic document storage should be treated as public utilities as well

If that caused free speech restrictions to outlaw email service spam filters it would be like a utility hooking sewer into the fresh water supply.
