Spotting Slicks

Is this a difficult problem to solve with minimal machine learning? From the article:

“The fact that it was possible to find this spill is owed to the fact that NOAA made aerial imagery publicly available,”

It would seem that scanning areas with known mining post-storms is easily accomplished programmatically…
