So why doesn't Tesla share raw data with the public, or regulators? I cannot think of better PR for Tesla, and autonomous driving in general.

They do and it is easily googled.

That's only Autopilot and only gives one top line number per quarter, and comes after so much marketing fluff that it's pretty clear what department is generating it.
