Is there a link to more philosophy around the project? Is it unix? Educational? Intended for some purpose?

For automotive.

I'm in the market for a Capability Based OS I can use as a daily driver... could this be it?

Sure, try it.

How do I go about doing that?

Will there be a gui and PowerBox used to select capabilities to give to applications? If not, how do I do that in the shell?
