I can think of maybe 10 sites that get anywhere near that amount of traffic and they have millions and millions of dollars of infrastructure behind them. 34 million requests per second is an absurd amount! Nobody even knew how to handle that level of traffic 10 years ago.

I take it you didn't read the article? Because that was the author's conclusion, and caching content for logged out users was the main solution.

Depends on the request. 34 million calls to a static page isn't much, even for the smallest VPS. 34 million requests to a data-heavy page with dynamically generated and hard to cache content can be a lot.
