US: Drought-stricken states to get less from Colorado River

Two questions for HN:
- does anyone know why we do cotton farming in AZ (an apparent desert)? Cotton is one of the most water-intensive crops.
- what's stopping the govt. of California from making drip-irrigation the law? Israel seems to do fine with it.
Specifically, it's Arizona and Nevada who are getting less water. California can still take its usual amount (which is why it was not possible to make a "deal" -- California wouldn't participate in the negotiations in good faith since it knew that their pals in DC would punish the less politically-loyal states rather than them should a deal not materialize)
