This one:

Is basically a self fulfilling belief - enough systems will reject such an address that it’s effectively unusable.

I have an email like "a@b--c.com" - not that crazy you might think but 1/10 websites reject it as "invalid" due to some stupid regex check.

As far as Microsoft's concerned it's invalid. I just tried creating such an address in Exchange Online.

No provider has to allow its own users to use the full range of legal email addresses. But can you receive an email from someone with such an address and reply to them? That's the real test of whether it's valid (and not too buggy) from the perspective of Exchange Online.
