The major difference is a pandemic, lockdowns are only one of the consequences, the other, obviously, is that a lot of people got sick from covid, and when hospitals are overran with covid cases, they don't have time for routine operations like cancer screening.

Lockdowns are mentioned in the article as one of the contributing factor alongside "repurposing of health services". The Ukraine war and Brexit are also mentioned for the negative impact on cancer research done in the affected countries. The title only mentions lockdowns.

But it's only partially actual lock downs. A large issue was hospitals and health care workers being too busy with Covid having to delay other procedures and appointments.
