Doctrines like this are largely meaningless anyway. Putin's just looking for attention because people are increasingly indifferent to his nuclear saber-rattling since the Russian army has performed so poorly in the field compared to expectations.
While we are at it, let's scrap the UN too, as it is in and of itself an emanation of such competing doctrines.
All meaningless, as reality is an illusion.
