Feature Preview: Gitea Actions

Wow, that's very ambitious trying to replicate GHA and it's extra ambitious trying to extend act to be an actual runner, not just an emulator. I hope their act fork improves (the collective) act, although I do wish they had renamed theirs since it makes discussing act hard now that there are two of them

Finally, CI/CD is IMO truly what's holding Gitea back, its the main reason I use gitlab and not gitea, even though I think Gitea is generally better, its both faster and has a better UI.
