In the UK for example venues need to be registered with the PRS (Performing Rights Society) but their fees are relatively low and the funds they collect are distributed based on surveys with the venues - once every year or two someone will come to the venue and ask them to write down the top 20 or so artists / tracks that they play. It's not very targeted or accurate.
