What is the maximum building height (in number of floors) this can be used for?

Not very many.

3 millimeter cable on 200x100 millimeter reel.

(math.pi x 200 x 100 / 3) /1000 ==> 20.94 meters.

And one floor being 4 meters the final answer is:

FIVE FLOORS

In their EC-Type Examination Certificate it mentioned the harness "in 3 different wire rope lengths: 30m, 50m, 80m".
