Fission power is just too expensive - it's done and it won't come back at a large scale anywhere because the price point is not great (and France is good example there). Doesn't mean no new reactors will be built. If there is a new nuclear, it will be fusion which so far has not been given anywhere close to as much funding/subsidies as fission (or fossil fuels).
