So build floating cities? I think Tokyo or Osaka had that idea, they might actually make it a reality.
Building floating cities would be expensive. One of Florida's biggest attraction is cheap housing.
I wonder if it's cheap because of said future flooding?

If you got a thick enough layer of concrete & pavement under Miami and built a contiguous seawall, you could just float the SS Miami wherever you want!
