Why is France singled out ? Similar restrictions exist in other countries, Germany for instance [1]

France requires a judicial order. Germany requires only parental consent.

In practice, what would be the difference? I'd imagine in almost all cases, one parent (likely dad?) wants to get out of child support. Mom will likely not consent, so it's the same or even worse.

The difference is a group size of two parents vs. a body of law representing a nation of 65 million people.

Financially perhaps but morally It’s very different.

If mom refuses the test at least the father would “know” even if it doesn’t reduce his legal burdens.

So the logic is it is better for a man to unknowingly raise another man's child and stay married to his cheating wife than for the man to find out his wife cheated on him and divorce her?

Home DNA testing is also illegal in France, so they definitely seem to think that ignorance is bliss.
