I disagree. At least they're being transparent and offering an explanation, however flimsy. Saying nothing would effectively be ghosting: very disrespectful, IMO.
They're not being transparent at all.
This is the founder: "I have no idea how this happened. We've had a hiring freeze for months". (emphasis mine)
Calling this a "transparent explanation" is really stretching it.
