In this case Canada is extremely justified to use whatever intelligence they have at their disposal I think, this was an extrajudicial killing of a Canadian citizen on Canadian soil by a foreign government. Still blows my mind. At least with the UK Novichok case it was a foreign national, this was a Canadian national.
