It sounds like these giant companies simply needed to provide borderline-competent responses to these basic regulatory inquiries, but instead they phoned it in and got dinged. Hard to imagine how they can be so lackadaisical, especially given the topic of the inquiries.

That's, what, a month's interest on unpaid rent on their SF office?

Meaning: please keep doing it, the fine does not even qualify to be a slap on the wrist.

If you add up the investigators' time, prosecutors' time, judge's time, legal fees, data collection and archival costs, etc., etc., the fine probably barely even covers the state's costs.
