The writing is really shamefully full of typos (and probably worse mistakes as well), coming from an institute which is part of Romania's diplomatic arm.
Not surprising. Anyone competent is either leaving the country or working in the private sector. Most government jobs are reserved for the inner circle of the 'eternal party'. We'll start seeing nastier effects of the brain drain in more important areas, such as actual diplomacy, soon enough (some might say it already started with the whole embassy in Jerusalem thing years ago..).
