P1673 A free function linear algebra interface based on the BLAS

Seems to have been approved for inclusion in C++26.

Personally I am sceptical about such a huge addition to the C++ stdlib being warranted but for better or worse it is a noteworthy addition that I have seen surprisingly little discussion about.
