"Our technicians have begun restoring voice service for all of Ukraine as of 6 pm, 13/12/2023 after a cyberattack, unprecedented for global telecommunications.
Services are being restored gradually and disruptions in service are still possible today. We recommend restarting your phone and turning off VoLTE - you can do this in settings.
At the moment, we are restoring cellular data and SMS. We hope that these services will also start working over the course of the day.
After fully stabilizing our network, we will be sure to compensate all subscribers and corporate clients who were without service and were unable to use our services.
We thank you for your support and continue to work 24/7 to keep Ukraine connected." (1)

Ukraine is better connected than the US and from my observations relies more on cellular; credit card terminals are usually wireless (2). At most restaurants, the waiter brings a portable credit card terminal (usually on Kyivstar's network) if you pay with card.

The problem for Russia is that no matter how bad they try to make life for civilians, Ukraine will never surrender because they've already seen the torture chambers, rapes, castrations and mass graves that Russian control brings.
There's nothing positive about being under the boot of Putin.
