you cannot compare latency to reaction time.
I can easily tell the difference between 40ms and 80ms playing CS. but I doubt my reaction time is that low (not to mention the time until my finger clicks).

I made a lot of tests with LCD TV input lag, and 30ms lag vs 100ms lag makes a huge difference in playability. At 120ms+ FPS games are unplayable.
