Man uses shovel to divert river

I understand the viewpoint of the Park Service, but I still admire the idea of a 60 something guy opening the channel with a shovel. I sure hope that the boaters and fisherman who took advantage of his civil disobedience step up and help him with any fines.

How dare someone try to improve access to public resources.
