If I'm a poor male it'll be great to pay get a loan of 5K-10K USD, be shipped to Sweden and then collect my reward of 34000 USD (350K Krona), return my loan and live off the rest for several months, before repeating the trip and getting some of the Sweden taxpayer's money.
Or if I'm especially evil warloard/criminal in Congo or a comparable place, to kidnap one part of the family (the wife, the kids, the parents) and force the other part (the husband, the wife) to go to Sweden to collect the reward.
From the article these are not discussed there, but may be they'd have though about these consequences. It looks like "we'd rather pay, than use force" scenario with taxpayer's money.
P.S. The Cobra effect:
The term comes from a story during British colonial rule in India. The British government, aiming to reduce the number of dangerous cobras, offered a bounty for every dead cobra. In response, enterprising individuals began breeding cobras to kill them and collect the bounty. When the government realized this, they canceled the program, leading the cobra breeders to release the now-worthless snakes, resulting in an even larger cobra population than before.

> About one week into their call center training, Zappos offers employees $3,000.00 to leave the company. I kid you not. $3,000.00 to leave – and this is around 4 weeks of pay for the employees.
> If candidates haven’t become Zappos insiders, committed to the values and culture, then the company really prefers that they leave. ...
> If you’re willing to take the company up on The Offer, you obviously don’t have the sense of commitment they are looking for. That’s why this tactic ensures that Zappos ends up with new hires who are committed, engaged employees who are a good culture fit.
