I sent apology messages to fix the situation. I received certificates for publishing applications but I haven't heard back. Ticket Number: 4-1539000036222
So, by your own admission, the problem that you're having is not that you accidentally got your account deactivated, your problem is that you didn't foresee being prevented from circumventing the block. You probably knew you were doing something wrong, and expected to be able to just create another account once they caught you.
The solution is to not break the TOS. Don't steal samples as original work, and don't post fraudulent apps to the App store.
For example, my developer profile is slated for removal in a few weeks because I haven't provided a verified phone number and email address that can be publicly available for the world to see. (And I don't care to, since I haven't used this developer account in years, and I'm not actively doing Android development.) Does this mean I'll be barred for life?
