Is this the second time an internet cable has been sabotaged this recent months?

> sabotaged

Sometimes it's really worth to RTFA:

>> Police: No crime suspected in Finland-Sweden cable break

>> A land cable appears to have been damaged accidentally during excavation work, a police statement said.

It’d be foolish to rule it out completely even if it looks benign at face value. It’s entirely plausible for someone to be recruited on behalf of another state, seeing how it’s currently happening now:

If you are in the state of fear then everything is sabotage.

But anyone sane would say what the only actor here is a backhoe. You greatly underestimate how often this happens for a very mundane reasons.

Everybody loves the auger attachment for tractors, especially fiber network operators!
