An Assassin Escaped One of the Most Surveilled Cities in the World

I would say that in most parts of the world safety is an illusion and the police or special agencies are not as ready for special situations outside the typical script.

I will tell a story that is about robbery in Japan in the context of the Boca Juniors vs. Real Madrid [1]. A lot of fans flew from Argentina, including people from La Doce[2] who at some point started stealing from a lot of shops while the police didn't really understood what was happening in Tokyo... and stayed completely quiet.

The VAST majority of violent crime is not committed by highly prepared, practiced assassins. Gangbangers, abusive partners, drunkards... these are the big three, and surveillance tends to be fairly good at catching the first and third of those. If you shove someone off the platform on a NYC subway you'll probably be caught and easily identified.

The reality is that we witnessed an outlier among outliers, and no realistic system is spending their budget, time, tech or manpower on this kind of thing. The only agencies who regularly do engage in that kind of law enforcement are the FBI/DHS and the Secret Service.
