Ask HN: Are there any open source social serice sites built by a Goverment?

I'm from Oregon, we have spent almost $500M over the last 10 years for a handful of extremely unsatisfactory websites that serve our general public from Healthcare to Foodstamps to Unemployment.

It makes me wonder if a collective of people could build a system for any varying level of social services for our government if it could be successful compared to the many failed corporate sponsorships we have tried.

So I guess my first thought that comes to mind is, has anyone or government already tried? What are some examples of this?
