Is it? I don't get any intuitive connection from "telnet" to "shell access over the network", personally. Although, by the same token I would be open to reusing the rsh name; "remote shell" does seem obvious.
Telnet sounds cooler.
Because telnet was not originally shell access over the network. It was a serial connection.
