It's mostly just bitter renters. Floor units suck, and you can't get the awesome window units that people in America have, because vertical sliding windows are uncommon. If you own your own property, the best investment you can get would be a mini-split AC/heat pump. Not only does it cool you in summer, but it provides very cheap heating in the winter.

if by floor units you mean portable AC, you should know there are already models like Midea PortaSplit, which is basically portable split AC with flexible hose, you can use it on window or on balcony, of course need to deal with gap in the window/door somehow (people here in Czechia solve it with traditional portable units with having special hole in glass pane)
