Yes it is cherry picking. The fortune article above even quotes:

“I think there’s been way too much focus on the month to month—is it men gaining jobs or women?” Long told Fortune. “That moves around a lot.”

You don't need to wait for September, you can already see from historical data that this measure jumps around a lot from month to month. A lopsided month is not news except for people with an agenda to mislead.
