According to WINE itself, WINE is an emulator.

Ultimately there's a spectrum between emulation and native code and where you draw the line is an arbitrary and subjective choice.

I'd say a reimplementation of a software library, or rather, a port to the new architecture wouldn't really count as emulation. If you can translate the game code itself why not the libraries it depends on?
