Another thought. If it's only to help with the election in November, maybe in four weeks Trump will stop caring about attacks on Russian diesel.

If he does become a lame duck President after the mid terms, his efforts will shift to preserving his legacy and heading off impeachment proceedings.

He should have been impeached and thrown out many times over by now.
