Strangely, the article you quoted does not mention those "tens of thousands russian survivors" applying for asylum in Finland (as only hundreds do each year). Are you sure you got your numbers right?

It is exactly because any contacts with the officials = deportation and jail. Chances for getting asylum are so small that only people with additional migration opportunities or with the connections with elites in the government are trying to go that way.
Sounds pretty obvious to me, considering that they don't want to go to the Russian jails, does not have a way to cross the border legally and have the ways to cross it illegally.
