If they offer you two prices, one month to month and and other for 1 year, and the 1 year is discounted, I would think that the 1 year one is a commitment. Is this not the case? Why would they offer a discount compared to the month to month if there is no difference as to whether you can cancel?

It's cheaper to pay your car insurance up front then per month too. They still give you a prorated refund if you cancel early.

Adobe offers 3 payment options. A yearly payment upfront, a monthly payment, or a monthly payment with a year long commitment. OP was on the monthly plan with a year long commitment.

Because they get more money up front?

As for why they would set things up like this? Who the frak knows? Pricing tiers is literally the primary means of legally scamming people. The only logic it follows is that people who believe it does follow obvious logic are easier to scam.
