If the consequence of a major crime affecting millions of people for a person making $80k a year is a $20 fine then it's hardly illegal and especially when you you pay someone $1 to handle the months of legal work on your behalf and you never even have to set foot in a court. Scaled up to trillion dollar company scale, this is effectively what is happening.
