I'm trying to understand the reasoning behind the entity that was sending presumably hundreds or thousands of requests per minute to the same page. It's some kind of AI news site, so it makes sense they want the freshest content, but it sounds like they were doing many requests per second, so that can't be the reason?

If it's an AI news site it's probably coded by AI, and by someone who doesn't know what they're doing, or what "rate limiting" is.
